صحيفة (COOP News) البريطانية تشيد بتعديلات قانون التعاونيات في الأردن 2025
نشرت صحيفة أخبار التعاونيات البريطانية (COOP News) على موقعها الإلكتروني- وهي صحيفة بريطانية تأسست في العام 1871، ومقرها مدينة مانشستر، وتختص بالمواضيع المتعلقة بالحركة التعاونية العالمية، وتُعدّ أقدم صحيفة تعاونية في العالم، مقالاً بعنوان (تعديل قانون التعاونيات في الأردن) في الـ6 من الشهر الحالي.
وذكر المقال أن مجلس الأمة أقر التعديلات على قانون التعاونيات الأردني لعام 1997، ليتناسب بشكل أفضل المعايير الدولية.
وأوضح أن قانون التعاونيات القديم أشار إلى مبادئ التعاونيات إلا أنه لم يُعرفها، في حين وضعت التعديلات تعريفاً جديداً للتعاونيات في الأردن، وذلك إستناداً إلى توصية منظمة العمل الدولية رقم 193 بشأن تعزيز التعاونيات، وبيان التحالف التعاوني الدولي بشأن الهوية التعاونية، والذي يتضمن قيم التعاونيات ومبادئها.
ومن التعديلات الجديدة التي طرأت على قانون التعاون أيضاً أن يضم مجلس إدارة المؤسسة ستة ممثلين عن الحكومة وستة ممثلين عن الحركة التعاونية، على أن يكون بينهم ثلاث نساء على الأقل، مما يضمن تمثيلاً متساوياً للقطاع التعاوني والحكومي.
ونقل المقال أيضاً تصريح عطوفة مدير عام المؤسسة عبدالفتاح الشلبي الذي قال فيه: " يمثل القانون الجديد نقلة نوعية للقطاع التعاوني الأردني، ويعزز مشاركة المرأة في صنع القرار، ويشجع الشباب على تأسيس التعاونيات، ويسعى إلى دمج الأشخاص ذوي الإعاقة في المجتمع".
وتابع: "ونرى هذا القانون إنطلاقة جديدة نحو حركة تعاونية رائدة وفعّالة، وأحد أهم مخرجات الإستراتيجية الوطنية للحركة التعاونية الأردنية 2021 - 2025".
كما سيُنشيء القانون الجديد أيضاً صندوق التنمية التعاوني، الذي سينظم ويمنح تمويل القروض والمنح للتعاونيات، ومعهد التنمية التعاوني الذي سيشرف على التدريب والبحوث والخدمات الاستشارية.
وتضمن المقال الإشارة إلى الإستراتيجية الوطنية التي حددت للتعاونيات رؤية خمسية تمتد من (2021 – 2025) لتعزيز منظومة التعاونيات من خلال تهيئة بيئة مواتية لتنمية التعاونيات، وإنشاء بنية تحتية داعمة وفعّالة، تشجع التعاونيات المستقلة والمُعتمدة على الذات والقادرة على تقديم خدمات عالية الجودة.

"The British newspaper COOP News publishes an article on amending the Cooperative Law in Jordan.
The British newspaper COOP News, a British newspaper founded in 1871 and headquartered in Manchester, specializes in topics related to the global cooperative movement and is the oldest cooperative newspaper in the world, published an article on its website titled "Amendment to the Cooperative Law in Jordan" on the 6th of this month.
The article stated that the National Assembly approved amendments to the Jordanian Cooperative Law of 1997, to better align it with international standards.
It explained that the old Cooperative Law referred to the principles of cooperatives but did not define them. The amendments, however, provide a new definition of cooperatives in Jordan, based on International Labour Organization Recommendation No. 193 concerning the Promotion of Cooperatives and the International Cooperative Alliance Statement on Cooperative Identity, which includes cooperative values and principles. Among the new amendments to the Cooperative Law is that the Corporation's Board of Directors will include six representatives from the government and six representatives from the cooperative movement, with at least three women among them, ensuring equal representation of the cooperative and government sectors.
The article also quoted the Corporation's Director General, Abdulfattah Al-Shalabi, who said: "The new law represents a qualitative shift for the Jordanian cooperative sector. It enhances women's participation in decision-making, encourages young people to establish cooperatives, and seeks to integrate people with disabilities into society."
He continued: "We see this law as a new beginning toward a pioneering and effective cooperative movement, and one of the most important outcomes of the National Strategy for the
Jordanian Cooperative Movement 2021-2025."
The new law will also establish the Cooperative Development Fund, which will regulate and provide financing for loans and grants to cooperatives, and the Cooperative Development Institute, which will oversee training, research, and advisory services. The article included a reference to the National Strategy, which outlined a five-year vision for cooperatives spanning 2021-2025 to strengthen the cooperative system by creating an enabling environment for cooperative development and establishing a supportive and effective infrastructure that encourages independent, self-reliant cooperatives capable of providing high-quality services.
The article reviewed the various cooperative sectors in Jordan, including agricultural, housing, multi-purpose, and mutual benefit.
